I'd suggest you take a look at the investment options available in your plan and reconsider how you have the money allocated.
ETA: I just looked again at the NY plan and even their bond portfolio has a 5-year return of 4.88%, a full percentage point better than what you've gotten. I really wonder what you have in your plan.Steve
