I may have missed something, but I'm not seeing why both "maxing out" the 401k and paying off the cc debt couldn't be accomplished. You are reducing your tax bill by contributing to your 401k. The amount by which your tax bill is reduced could be applied to the credit card debt, couldn't it? Also, couldn't the income from the investment home could now be applied to the credit card debt?

Given the current interest rate environment, I would not want to be dependent on a plan that relies on the availability of 0-3% credit cards.

OP, I wonder if you would be willing to work-out and list your Net Worth, starting in 2008 December [I believe you mentioned] through to 2016 December.

Most of us on SA see $ 60 K of CC debt as living on other people's money even if you're playing the % interest transfer game. Please include any fees for any 0% cards or transfer cost or whatever name is used to move $ from your pocket to others

At what point do you see yourself as Financially Free - no debt, no CC balance, no Mortgage, no vehicle loan, not owing anyone anything ...every dollar yours?

Just to be clear, the person with the 60K in CC debt is not the OP.
