Where can I go online to invest in a mutual fund but not for an ira? I would like vanguard but is there general savings account where I do that?

Vanguard can set up a taxable brokerage account for you.
Once set up you can purchase your mutual fund and pretty much any other investment vehicle that is available.

I have a taxable account with Fidelity.

You can open an account with Vanguard. That should be pretty straightforward at their website.
