I would like to open an account with vanguard for an Ira and maybe some investing. Can I take a partial amount from my 401k that's with another company and transfer it to vanguard?

Is this a 401K from a company where you are currently employed or is this a 401K from a previous employer?

Where I'm currently employed I don't want to close the account I'm just going to start to contribute only what my company matches and then put the other 8 % into these new accounts

You can't rollover your current active 401k account. That needs to stay where it is.

You can reduce your 401k contributions so you put in just enough to get the full match and then invest your other retirement money in a Roth at Vanguard.

It depends on: 1) whether or not your current 401K plan allows in-service rollovers, and 2) if they do if you meet whatever requirements (age, number of years working for company, etc) they may have. Each 401K plan is different. Read your plan documents or contact the plan administrator.

I looked in to it recently. Would love to rollover my 401K funds to Vanguard but unfortunately my employer's plan does not allow in-service rollovers.

Note that in many states protection of 401k accounts from raiding by creditors is better than such protection afforded IRA accounts.
