oh yeah, and i almost forgot. to qualify for welfare, food stamps, etc. benefits, the lower stated income and assets you have the better. so having a bank account with $5k in it vs 5k under your mattress is not advantageous. And a large part of the walmart clientelle is the working or not working poor, hence these services.
