what other banks offer sub account feature beside ING Direct and ALLY Bank??

I believe most online banks will technically allow you to have "sub-accounts"... You simply have to open multiple separate accounts. Most banks won't limit you on the number of accounts you have open, so you could (if you like) simply open 3-4 separate savings accounts, and go from there. It's simpler with some banks more than others, but in most cases, you should be able to effect essentially the same result.
