Ticket scalping

What exactly are the rules/laws on ticket scalping? Let's say Jack is selling a concert ticket to Jill for greater than face value:

- What happens if scalping is illegal in Jack's locale but legal at Jill's and the venue's locale?
- What happens if scalping is illegal in Jill's locale but legal at Jack's and the venue's locale?
- What happens if scalping is illegal in the venue's locale but legal at Jack and Jill's?

Do you agree with scalping laws? I can understand the desire to protect consumers from scam artists, but if someone wants to spend $5,000 on a World Series ticket, why shouldn't they be able to?

I don't know anything about the laws but

IMO, on the one hand it hurts the busness in question (not that many want to pay 5,000 for the ticket, but hte scalper will gladly swallow half a dozen, or more, tickets at regular price to make the one cost 5,000) on the other hand, what do I care if baseball is hardly watched .
