Ok. I just asked my wife what I gave the guys. Her response was, "I really don't remember. I had nothing to do with it." Big help that was. All we can both agree on is that I would have made sure it was something practical that they could all use but neither of us can remember what is was.

My sister got me a cool mug that has my name on it, I use it all the time. Get something thats personalized with the persons name on it and not your name/spouses name and a date is a good idea.
The bridesmaids & groomsmen didn't pay much to be in our wedding. The dresses were purchased by my mom and the alterations were covered by the girls (~$30 a person). I purchased their shoes. My gift to them was a set of jewelry which I made myself. I made them pearl necklaces & bracelets. I also made the same for the flowergirl & I purchased her dress.
For the guys, they wore suits they already owned and we gave them ties & suspenders (DH's choice) as their gift.
That's pretty much all we got them. Nothing major. We were on a really tight budget.
For the kids, I think a camera is a great gift. Get them their own camera & that way they can document the night from their own eyes.
Lottery tickets can be fun when part of the event is everyone scratching them off together and cheering for the winners. They are always the hit "secret santa" gift at our office parties. It's probably because no one really buys them for themselves and we all realize just how silly they really are. Much better than yet another bottle of scented hand lotion that you will never wear!
If you have $1000 to budget, and say, lottery tickets are $1 each, get 1,000 of them, and give everyone as many as you can. Chances are quite a few people will win money ($20-$100 prizes, etc), although you're not likely to match the $1000 you spent.
In addition to a necklace, I once got a little tote bag that had "maid of honor" embroidered on it. The gift was person specific though since at the time I was in college and did a lot of weekend trips to visit friends or family.
I remember my brother got custom gifts for each of his groom's men/women (yes, he had 2 women in his party) They weren't super expensive gifts, but I know that those people appreciated actually getting something that was well thought out and based on what he knew each person would like and appreciate.
If you can spare the time, a specific gift for each person will mean much more than some "bulk" item purchase that everyone will get.
If you don't have the time for that, I think scratch-offs would be a fun gift!
There are various gift items which can be easily purchased with the budget decided by you. What will add excitement to this process is customization of gifts as per the wedding theme to make them memorable forever.
Wow gas cards is an awesome idea! Watches are very nice, too...hmmm...I probably couldn't afford a really nice one for everyone, though.
I bought our wedding party watches. I got them at places like TJ Maxx or Ross, name brand watches for a fraction of retail. I see them regularly and they still wear them.
