I have just gotten into this. I bought some Lowe's and Babies R Us coupons recently. I'll let you know if they work
Technically, no, you're not allowed to buy or sell coupons, on ebay or anywhere else. But as you point out, people claim to be giving away the coupons and selling their time instead, which is theoretically legal.
If you can get a good deal, it's worth it. But I think you'll find that the winner ends up paying very close to the face value of the coupon, which makes it a waste of time. I have also seen people buy face value (or MORE!) for a coupon. That's messed up.
I just am tired of seeing the same coupons over and over again on certain web sites and you can't double the coupons (or most of them)...so, want to broaden the spectrum.
I bought five 20% off coupons from Lowe's earlier this year for about $7.00. So far they have saved me hundreds of dollars. It's a lot better than trying to get a gift card which are usually bid up to 95% of their face value which is hardly worth my time. I don't know about the legality of it but it certainly is a money-saver. I'll continue to look for deals from the stores where I shop most often.

I was bidding on 4 Babies R Us coupons that were each 15% off. The final price was $15 with free shipping. You only have to spend $100 to make those worthwhile, and believe me, that is easy to do in Babies R Us.
EDIT: For $6 I also bought 5 Lowe's coupons worth $10 off a $25 dollar purchase. That seems like a no-brainer.
I have tried several coupon clipping service and don't really like them. With ebay I can find exactly what I want and the quantity. I also like mycoupons.com . I agree on some things the cost is just plain dumb. I would never pay full price for the value of a coupon or a gift card. Whether I have extra money in my paypal or not.
Areas of the country get different coupons than other areas. Like in my area, we get crappy coupons. So I pay someone for their time to find and gather coupons and mail them out. I get what I want and they get reimbursed for their efforts.
