I think that 2 years should be plenty of time for someone, but I would suggest that you make a committee system of some type that can extend it a certain amount of time for unforseen cases. For example, what if on of the men uses the faciliteis for 2 years, gets back on his feet, but falls on hard times again a year later? I'm not saying these would be often, but it's always good to have a way to help those that really are trying.
